Brief:
The development of 71 new build units on an edge of Greenfield town. The scheme was developed for two housing associations with the project split into two contracts.
Both housing associations’s required the provision of rented and shared ownership dwellings each with differing specification requirements.
Programme
Careful and considered evaluation of the contractor’s proposals was required in order to ensure that the requirements of each individual client brief were satisfied. Where
discrepancies occurred we were required to negotiate with both clients and the contractor to ensure that all parties achieved a mutually satisfactory conclusion.
pcm were required to monitor the process of on-going assessments for such matters as EcoHomes and secured by design.
pcm pro-actively drove the process to ensure that information required by the organisations carrying out these assessments on the project was
provided promptly and in the required format and thus enable the project to meet the required performance standards.
pcm were also required to assist in the provision of information required by the Housing Association’s for the completion of Housing Quality Indicators and
Asset Management records. Information relating to the project Key Performance Indicators also had to be provided as part of the report tabled at monthly site progress meetings.
The scheme was delivered with a rolling programme of handovers with overall completion of the project occurring on time and within budget.
Innovation (issues managed):
Due to the nature of the land contract the pre-contract period was fast tracked. The period from initial involvement to issue of contract documents for signature was just three weeks.
- Through the employment of standard checklists for assessing compliance with requirements such as Scheme Development Standards, pcm were
able to swiftly appraise the proposals and design information and establish any areas of non-compliance despite the minimal time available prior to signing
contracts. These checklists were reviewed on a regular basis through the construction period in order to assist with specification checks and to ensure
compliance of the completed works.
- pcm held weekly liaison meeting with the clients’ clerk of works to ensure quality and standards of workmanship were upheld across all trades. Weekly site visit reports were issued noting actions to be taken where appropriate.
