pcm have been actively engaged in the BSF market since its inception, providing programme and project management, educational support, procurement advisory services and bid management to authorities and private sector bidders.

Our portfolio of projects places us amongst the most successful companies in the BSF market, and our relationship with Cocentra has provided a greater opportunity to support the transformation of education across the country. The projects below demonstrate our successful track record in the BSF market, and our continued engagement in the education sector. We are already using the knowledge and expertise gained in the BSF market to provide services across the academies programme and in the early stages of the primary capital programme.

Leicester BSF

pcm were appointed by Leicester City Council to provide programme and project management expertise to deliver the £235m BSF programme. Appointed in June 2004, the pcm team successfully delivered the production of the strategic business case (the core of the project), the OBC for phase 1 and 2, and managed the procurement process, with the Miller Group consortium (which includes Cocentra) appointed as the LEP partner. This was achieved by co-ordinating multi-disciplinary input including, technical, financial, legal, education and IT and by understanding the interdependencies of the disciplines and the impact of decisions for the client and stakeholders. In addition to the management role, pcm provided expertise in the preparation of the documentation, the procurement and tender evaluation and in the achievement of the necessary approvals.

Given the size of the project and the significant number of stakeholders, conflicting aspirations needed to be constantly managed. The challenge was to recognise diverse needs and ensure they were proactively engaged throughout the process in order to maintain support. Through both consultation, regular meetings, participation and workshops, pcm successfully engaged politicians, councillors, corporate directors and officers, trades unions, schools, pupils, parents and the wider community communicating their ideas, innovations and vision. Originally, the government funding for the project was estimated at £150m however, over a period of 9 months pcm developed a “strategic business case” that secured a further £90m worth of investment.

Once the SBC and OBC were approved, pcm initiated a project marketing day to attract prospective bidders; the attendance was over 200 and included submissions from major European consortiums. The tender process was co-ordinated by the pcm team through an electronic portal to deliver efficient high-speed communication. Throughout this process pcm has delivered a tailored, auditable and accountable service, which illustrates our approach and philosophy, and which has ultimately delivered the partnership that will enable the transformation of education within Leicester. The project team included Keith German, Brian Glover, Simon Green and Chris Norman.

Staffordshire BSF:

pcm are working in partnership with Cocentra to provide strategic education and project management support to Staffordshire County Council’s £700million BSF programme.

The authority is planned for Wave 7 funding however they have seized the initiative to prepare themselves as quickly as possible and are seeking our support to demonstrate they are ready to deliver. Our joint inputs cover education, estates, community, commercial, facilities management, communications, consultation and ICT related to the BSF programme and the education transformation agenda.

Bedfordshire BSF:

pcm are preparing the Authority’s strategy for change Part 1 documentation as well as leading on the procurement of a consultancy team who will work with Bedfordshire to deliver the strategic and procurement phases of their project. We are being supported by Cocentra in the delivery of some of these services.

pcm are providing project and programme management support, educational advice, risk management and procurement advice to the Authority for their phase 1 BSF programme. This includes an analysis of the Authorities internal capacity, risk appraisal and initial engagement with Partnerships for Schools.

Kent BSF:

pcm were appointed to provide specialist partnering services support to one of the short listed bidders. Working from the clients’ offices in Kent, our team undertook client engagement meetings with the County Council, developed partnering solutions for the consortium and produced detailed delivery statements, supported the process of KPI’s and collective partnering targets, and provided a ‘critical friend’ role for the production of the consortia response.

The consortium has recently been appointed as preferred bidder for the £ 250m phase 1 LEP.

Birmingham BSF:

pcm supported a shortlisted bidder through the PQQ and ITPD stages of the procurement phase for this major BSF programme, providing bid production support, educational advice and document production.

Derbyshire BSF:

pcm are act as bid manager and partnering services advisors for a private sector partner bidding for the county wide BSF programme. We are working closely with Cocentra on this programme as they are providing the educational advice to the consortium. We have successfully managed the PQQ and ITPD stages of the project, culminating in the consortium being successfully short listed to one of two bidders for the ITCD stage. Currently, we are leading the consortium through the design of three sample schools ensuring that education transformation remains at the forefront of the programme.

Durham BSF:

Following the production of an evaluation of a previously unsuccessful BSF bid submission, pcm were engaged to provide bid submission advice to the live BSF submission for Durham secondary schools. The scope of the work was extended to include advice on the selection of an ICT partner and the production of partnering services and other elements of the bid submission from PQQ through ITPD to ITCD. In order to produce the required written responses pcm consultants had to understand and define the full range and scope of the consortium’s bid offer.

Barnsley BSF:

pcm were appointed by an ICT company to provide project management and educational advisory services and co-ordinate the company’s input into a consortium bid for the BSF programme in Barnsley.

Our education consultant was required to understand the technical offer being proposed by the company and interpret this technical solution for authority and school staff as well as other consortium members. He led presentations to each of the four sample schemes having produced a tailored scenario that demonstrated the solution in practical terms for each school. The education consultant was also required to attend and present at the consultation meetings with the authority’s evaluation team.

The pcm team managed the production of the bid documentation providing considerable input into the final bid submission. The consortium have been successfully shortlisted through to ITSFT stage.

North Lincolnshire BSF:

pcm are providing bid management, educational advice, bid production and cost advice to Clugston Construction and Civica plc a consortium bidding for the £80m first phase of the North Lincolnshire BSF programme. Unusual in the BSF market, there are no PFI projects within the programme, which has resulted in a different range of private sector bidders than seen to date on other projects.

Working alongside Cocentra, who are providing educational advice to the bidder and undertaking school engagement, pcm have been managing the bid process which has so far resulted in a successful pre-qualification, and submission of the ITPD, the team are currently working towards submitting the first stage ITCD documentation.
