The project is valued in excess of £500m for the regeneration of the Paradise Street area in the heart of Liverpool. The site adjoins the Mersey adjacent to The Albert Dock. The client is Grosvenor and has financial backing from Hermes.

The project is due for completion mid 2008 in time for Liverpool taking on the mantle of European Capitol for Culture.

The project comprises a series of discrete developments that once completed will result in the seamless regeneration of the whole of the Paradise street area. The projects include enabling and support works and the construction of a variety of facilities different uses.

Enabling works and support works include revised infrastructure and the relocation of several different facilities including, the central bus station, a fire station, the local BBC studios and several large existing business/retail occupiers.

New facilities will include extensive above and below ground parking, offices, retail occupiers including anchor tenants such as Debenhams, John Lewis and Argos. In addition there are two hotels and several large residential developments.

The works are being procured under an overarching framework agreement and then a series of (27) major projects which are generally being carried out on a lump sum design and build basis. There a further 9 projects being carried out on an independent basis outside of the framework agreement.

pcm management are employed by Grosvenor as part of their Project Management team for project as a whole to take responsibility for two key areas. The two areas are change management and programme management.

The change management role covers all of the projects and all client changes are managed by PCM for Grosvenor. This involves the co-ordination of the information from all relevant parties and advice based upon the information received. The added value is that the client has reliable information of a good quality on which key project decisions can be made.

The programme management role includes the receipt of contractor's information and commenting upon it together with the collection and reporting of independent data on a regular basis. This gives the client the benefit of independent and impartial advice on both progress and any recovery measures that have been agreed.

We are also assisting with advice on fee claims and contractual issues on an ad hoc basis
