Brief:
Turn the WMC into a focal point for Welsh culture. Provide a permanent home for dance/theatre companies and the Welsh National Opera.
Programme:
The client vision was to produce a world-class destination venue for musicals, opera, dance and international festivals, supported by educational facilities and state of the art performance and production facilities.
- pcm supported the collation, interpretation, assembly and the presentation of the principle reporting material facts to the Project Champions, their Board Representatives, Funding Organisations and Welsh Government Sponsors.
- We also managed high level liaison with impacted parties - for WMC, it was very important that the project's construction environment and relationships with other scheduled works within the vicinity, in addition to any statutory undertakings and infrastructure changes, were positively managed to minimise disruptions to the public or works.
- pcm's management of the contractor interface and change control requirements was fundamental in the prevention of disputes and timely delivery of the project without detriment to the delivery of the core project objectives.
- The WMC project was delivered on time, supported by the implementation of a strict change control process, which left no room for claims for delay or disruption.
Innovation:
- The WMC project team was awarded both Regional and National Building Control awards.
- WMC had a principal tenant-funding partner, together with 6 long-term tenants with varying degrees of user requirement complexity, in addition to 5 retail developments and 5 catering opportunities all of which were contracted on direct works orders with the WMC and managed by pcm.
- WMC had a prominent planning profile and a sensitive construction environment, being adjacent to the listed Pierhead building, surrounded by listed harbour structures and substructures whilst being directly across the road from the operational Welsh Assembly and later the ongoing New Assembly site development with shared access.
Background:
Wales Millennium Centre is the home for seven of Wales' leading arts and cultural organisations, Welsh National Opera, Diversions Dance Company of Wales, Academia, Ty Cerdd, Urdd Gobaith Cymru, Hijinx Theatre and Touch Trust, located on Cardiff Bay Waterfront.
